No Internet? PhonePe’s New UPI Trick Changes Everything
For millions of Indians, making a UPI payment usually means one thing: taking out a smartphone and connecting to the internet.
PhonePe is now challenging that assumption.
The company has launched PhonePe UPI 123Pay, a service designed to bring UPI payments to feature phones without requiring an internet connection. PhonePe says the service is aimed at India's 200 million-plus feature phone users and uses an SMS-based architecture to support transactions, including in areas with limited 2G connectivity.
The bigger story is not simply another payment feature. It is about making digital payments available to people who have remained outside the smartphone-first payment experience.
UPI Comes to Basic Phones
A basic phone may not have the apps, touchscreen or fast internet that smartphone users take for granted. Yet PhonePe UPI 123Pay is designed to let users send money and make merchant payments from supported feature phones. PhonePe says the service works through an SMS-based system built specifically for these devices. It will come pre-bundled on selected Nokia, HMD, Lava International and itel devices, with more handset partnerships planned. The idea is simple: digital payments should not stop just because someone does not own a smartphone.
Payments Can Work Without Internet
This is where the new service becomes particularly interesting. Traditional UPI payments are closely associated with internet-connected smartphones, but UPI 123Pay was created specifically to extend digital payments to feature phones. PhonePe says its version uses an SMS-based architecture that can work even where 2G connectivity is limited. Users can make person-to-person transfers and merchant payments using their feature phone. Camera-enabled handsets can also support Scan and Pay, allowing users to scan a QR code before entering the amount and confirming the transaction with their UPI PIN.
What Can Users Actually Do?
PhonePe UPI 123Pay is not limited to sending money to another person. The service supports person-to-person transfers, merchant payments and, on camera-enabled feature phones, QR-based payments. Users can also manage their linked bank account and check their balance and transaction details, according to the company’s launch information. This could be useful for people who prefer basic phones for their long battery life, simplicity or lower cost. It also creates another way for small merchants and customers to participate in India's growing digital payment ecosystem without depending entirely on smartphones.
PhonePe Adds an AI Voice Helper
Getting started with digital payments can be confusing for someone who has never used UPI before. PhonePe is addressing that problem with a voice-first helpline powered by artificial intelligence. The company says the assistant can guide users through activation in English and 12 Indian languages. That matters because technology adoption is not only about having the right device. People also need to understand how to use it confidently. By adding voice-based guidance, PhonePe is attempting to make the transition from cash-based payments to digital payments less intimidating for first-time users.
Setting Up UPI 123Pay
The registration process is designed to happen directly on the supported feature phone. Users open the pre-installed PhonePe application, accept the terms and select their bank. They then complete the required verification steps, including entering the requested debit card details before creating their UPI PIN. Once activated, users can choose a recipient using options such as a saved contact, mobile number or UPI ID, enter the amount and confirm the transaction using the UPI PIN. Camera-enabled phones can also use Scan and Pay for QR transactions.
Why This Could Matter for India
The real impact of PhonePe UPI 123Pay may be much bigger than one new payment feature. PhonePe says it wants to extend digital payments to India's large feature phone population and bring more people into the digital financial ecosystem. PhonePe already reports more than 71.8 crore registered users and over five crore merchants as of July 2026. The next phase of digital payments may therefore not be about making smartphones smarter. It may be about ensuring that people without smartphones are not left behind.
The Smartphone May No Longer Be the Only Way
For years, the smartphone has been treated as the gateway to India's digital payment revolution. PhonePe's latest move challenges that idea. With UPI 123Pay, a feature phone can become a tool for sending money, paying merchants and accessing basic payment services without relying on a conventional internet connection. The bigger shift is about accessibility. If digital payments can reach people through simpler devices and weaker networks, the next wave of UPI adoption could come from users who were never part of the smartphone-first revolution. And that may be the most important part of this launch.
